If the Reauthorization of VAWA is expanded to “include cutting them off from family or friends, taking control of money or car keys, using children to threaten or manipulate and much more” then it can no longer reference women alone. The only reason it was “for women” was because it was originally intended to address physical violence, whose victims were, and still are primarily women. The expansion now certainly covers men and women. And it its good to see that the “NOW” organization, who had previously denounced “parental alieanation” as junk science, and a scapegoat used by abusive men, has come around, for as they undoubtedly support the VAWA reauthorization, they also awknowledge the existence of Parental Alienation and Hostile Aggressive Parenting!

“These programs are vitally important … this legislation has had enormous positive effects on American society since it was first enacted,” Goldfarb said. “It has always been a bi-partisan effort, and it has helped literally millions of victims and probably prevented an uncountable number of crimes. The time for reauthorizing it is overdue.”

Locally, New Jersey received $5.7 million from the federal government to fund these programs, which trickle down to agencies and organizations that put the funds to use to directly help victims.

Salem County Women’s Services relies on federal funding to offer its services free of charge, after multiple declines in state aid, said Director Lori Davenport.

Services include long-term counseling for women who may have dealt with physical, sexual, emotional or other types of abuse even before entering into a violent relationship.

“Violence has a much broader meaning than just physical acts. There are a whole realm of things that can happen to a person that can be every bit as debilitating,” Davenport said.

That can including cutting them off from family or friends, taking control of money or car keys, using children to threaten or manipulate and much more.

She said helping victims of abuse means providing them with crucial resources, and VAWA ensures they can continue to do so.

“[VAWA] is literally a lifeline for the vast majority of local programs in the U.S., and we can’t do what we do without it,” Davenport said. “We are being squeezed and nickel and dimed at so many levels.”

By supporting VAWA, she said the federal government is actually making an investment in preventing future crimes and social harms.

“What you’re talking about is the opportunity to make an absolute, real, tangible and certifiable difference in the lives of both the victims and for larger society,” Davenport said, adding children who grow up in violent situations can end up abusing drugs, prostitution or becoming abusers themselves. “What you’re doing is really stemming it at the source and root of the problem instead of putting a Band-Aid on things.”

Republican opponents of VAWA have taken issue with the act’s new expansion to also protect members of the gay, lesbian, bi-sexual and transgender community, as well as Native American women on tribal lands.

Any person who is a victim of domestic violence should be covered by this law.

U.S. Rep. Rob Andrews (D-1 of Haddon Heights) said he strongly supports VAWA and efforts to have it be truly inclusive of all victims of domestic violence.

“Domestic violence doesn’t know any gender or sexual orientation,” Andrews said. “Any person who is a victim of domestic violence should be covered by this law.”

Goldfarb said there is a great need to include Native American women in the act, since the jurisdiction restrictions on tribal courts and local authorities often mean white, or non-Native, people who commit domestic violence aren’t often held accountable.

“These women fall through the cracks,” Goldfarb said, adding that while opponents say it provides “special rights,” Native American women are especially vulnerable and see higher rates of sexual assault and domestic violence.

“They’re in particular need of assistance,” she said.

Beyond the new expansions, Andrews said the overall legislation has many important functions, like making it easier for protective orders to transfer from state to state.

“It’s pretty complicated to get a protective order enforced in New Jersey. This law makes it easier and removes legal technicalities,” Andrews said. “It helps prevent violence in the first place.”

It also ensures a woman will never have to pay for medical tests following a rape, provides more confidentiality protection during prosecutions, funds emergency housing for victims escaping abuse and much more.

“This is a very practical law,” he said.

While funding for these programs continues as the act moves through the legislature, Andrew said he’s hoping for an official reauthorization to be voted on in the House in the next few weeks.

With 17 congressional Republicans signing a letter to House Republican leaders in support of VAWA — including U.S. Rep. Frank LoBiondo (R-2 of Ventor), who did not respond to multiple requests for an interview on the matter — Andrews said there is a good chance, with 199 Democratic votes, they’ll have the 218 votes necessary to pass it.

“I expect this will happen,” he said. “We don’t need any more delay or trouble.”
